If Wolfie had made it(or at least tried to claim she did), this thread would've been in the Rogue's Gallery, not the Art Institute.
There probably doesn't exist any programs that can automatically draw stuff like that for you, so the guy has to have hand-drawn it himself. Whether he drew it on the paper or the computer is a completely different matter.
Based upon the style, I would say he drew it on the computer. As a note, this comic is a whole lot funnier if you play Dungeons & Dragons.
