Ryan grants Clemency to all Death Row inmates

I live in Illinois and alot of stuff has been happening. Governor Ryan has grated Clemency(pardon) on all death row inmates and put them back into general populated prosions. Maximum security. But I think this is totally unlawful. There is people who worked theri asses off to prosecute these criminals and with a swipe of a pen, goes all down the drain.

I was really annoyed when I heard about that. How much exactly is this going to cost the tax payers? Inprisonment is one of the worst punishments ever. All it does is mooch money and teach the inmates to live on government hand outs so that when they get back out they dont know how to live in the outside. It is a self defeating system.
