the creation of Narn telepaths and of Human ones

The last Narn telepaths lived 1,000 years ago. Human telepaths only came about in the last 200 or so and that was due to the manipulations of the Vorlons.

Kinda makes one wonder why the Vorlons didn't manipulate the Narns to give them telepathy 200 years ago when they gave Humans telepathy. Of course, 200 years ago, the Narn homeworld was invaded, which may have hindered any plans the Vorlons might have had.

Maybe it was more difficult to create Narn telepaths, because the gene was to weak..
Or the Narn race was technical not good anought for them..

Maybe the Vorlons manipulated the humans 1000 years ago, too and there were already telepaths, but no one knew it and they just recocnized it 200 years ago.
