Well first, you probably have to damage it. My pickaxe has not yet broken, so I have no idea what the procedure is, but guessing from what people have said, the head of the pickaxe might have to seperate from the shaft before you can pay to repair it.
Now, here is what I think is probably better about a steel pickaxe, although I have no idea if it's true: It probably breaks less often. You also don't have to click on the rock as often.
However, I don't know if any of the above is true. Ever since runescape 2 came out, all I've had is a rune pickaxe, and it has not yet failed me.
